In April 2012, TTI was awarded a contract to assist MassDOT as their toll system and technology consultant. Upon Notice To Proceed from MassDOT, TTI went straight to work advising on several strategic issues facing MassDOT including review of a previously completed AET feasibility study, analysis and recommendation of a proposed CSC system upgrade, review and advice on lane technology issues, and overall E-ZPass program business rules review.

A major project assignment was then awarded to TTI to perform Program Management responsibilities for MassDOT’s move to convert to AET. This project has four major thrusts: an AET Pilot / Demonstration project at the Tobin Bridge; preparation of a Design-Build RFP for the AETS and related infrastructure; overseeing civil consultants engaged for preliminary design work, and; complete all aspects of a comprehensive procurement for a revamped and replacement CSC to support AET.

TTI assists MassDOT with a number of strategic issues, including the review of a previously completed AET feasibility study, analysis and recommendation of a proposed CSC system upgrade, review and advice on lane technology issues, and overall review of an E‑ZPass program's business rules.

The AET program at MassDOT was an extremely fast-paced project valued more than $330,000,000. Our engagement with MassDOT required on-site availability and seasoned consultants to ensure this critical project progresses on time, on budget, and in a controlled manner. TTI’s responsibilities under the procurement aspects of this project were all encompassing and included AET conversion topics such as: PM and scheduling duties; business rule development; traffic, revenue, and financial analysis; marketing and related studies; drafting regulations; developing system specifications; coordinating and accomplishing major procurement milestones, and; involving all major stakeholders and other user groups of MassDOT.

The statewide, award winning AET program successfully went live on October 28, 2016. Since Go-Live, TTI has been on-site at MassDOT supporting them in their AET, post Go-Live environment by serving as an extension of staff in a variety of ways, including taking the lead on reviewing technical issues such as system bugs and contractor release notes, evaluating change orders, troubleshooting AET and CSC anomalies, performing system audits, and analyzing operating results for efficiencies and other opportunities for improvement.
